We are ready to release all the information to serious buyers who will issue a buyer bank readiness letter (pre-advise) via bank-to-bank protocol (swift mt799) once officers in our swiss bank verify that swift message is authentic, we will immediately respond back via same swift message with all POP and refinery records together with 2% pb.

We cannot and will not send anything first, our POP is money, we have placed 3% pb with our Russian refineries ($90,000,000 usd) and we are not going to send anything upfront unless we have buyer committing with conditions we have stated above. If everything is in order, deals will be closed in 24-48 hours. We can't stress it enough, this is rather quick, safe and simple way to get all transactions closed. Please don't reply back with your conditions, you'll be just wasting your time. We will not again put ourselves at risk with our Russian counterparts where we sent POP first and it was floating all over the net and POP had to be revoked back to Russia.
